If that is the condition of the exhaust bellows I would be highly suspect of the shift and drive bellows. May be best to pull the outdrive to check them and at least reconnect the exhaust bellows.

So the neutral switch should be in the start circuit, does it crank? If it doesn’t, are you getting voltage through the switch? Voltage to the harness? Where does the wire go after the harness...

Correct, which is why I would connect it directly to the negative terminal of the battery itself. The battery that the selector switch has selected to supply power to the ignition switch.

Not sure about the specifics of your model but it’s probably cheaper to cut up the deck and repair it to replace the tanks rather than pull engines.

And yes they do need replaced, no sense messing...
