Live well or raw water wash down pump. There are a few problems with that setup.

1) You should be using TWO hose clamps for any connection under water.

2) That is not the proper hose for an throughull connection. You should be using reinforced hose for that.

At least they used a seacock, however the seacock isn't tied to the bonding system.
