Hard to tell from the picture but are all 4 bushings in good shape that go into the ram ends? Have you tried to tighten the Ram pin nuts?

This is not an issue of a Ram not working but mounting...

Put a block of wood under the skeg to support the drive. Disconnect the rams from the tail of the drive. Operate trim up and both should extend, operate trim down and both should retract.
