Correct the outdrive needs to be removed to replace this cable. I typically replace the bellows and gimbal bearing while it’s apart. Also a good time to replace the trim limit switch and trim sender....

Most likely the lower shift cable is worn and has too much drag causing the shift interrupt to stay closed too long.
