Default 1994 Maxum steering play
I just replaced the steering cable and noticed when turning, the control valve is moving back and forth...is this normal? I tried to download a video, but it's says it's invalid.

Yes, the cable moving in and out activates the power assist. The valve opens and closes, allowing the ram to move in and out.
