Not sure about the low voltage but you are getting fule drawn from the tank. It should take a few seconds to get fuel to the carb. Have you tried priming the carb with either starting fluid or a small amount of gas directly into it?

No, but I will just to see everything else is working. I am also charging the battery so I can be sure the battery can provide 12 volts to the fuel pump.
