Did you get this out? I'm thinking grab the latch body with channel locks and twist to see if it breaks loose with reasonable force. I know my for latch like that sitting in starboard the body...

It should just push through from the back to the front after you get the set screws out. Might be crusted in, or maybe someone bedded it in with sealant or adhesive?
