I agree with Kev on the centering pin that will prevent the axel from being moved. Either move or modify the fender.

Looking at the pictures again where the fender...

Looking at the pictures again where the fender would hit the tire is not the same area that failed, it would be closer to the sidewall.

How long have you owned the trailer and was tree an issue before replacing the hubs?

I'm thinking the tire is sticking out further because of an issue with that hub.
