I googled this and some posts state it was a bad cable.

Try disconnecting the lower cable and see if you can shift the drive and or if the core wire pulls out.

I know of no way for this to be a cable issue. With the boat out of the water the drives cover for the shift mechanism can be removed so you can inspect it and verify it is shifting into reverse.
