When boats sit the carbs bowl can go dry.

First crank the engine for up to 5 seconds.
Then prime with 2 strokes.
Then crank to start.

The speedometer is probably not work due to the tube...

Have you tried the switches to see if they turn anything on?

A red switch would be either the fresh water pump of shower drain while the black switches will be for lights. Note the battery switch...

Ok you did not mention that. So it cranks...

So it cranks slow, correct?

Did you clean the battery connections, connections at the soleniods including the returns at the block?

Hard to say but I would first have the batteriers load tested. Sounds like they are bad.
