They were probably install before the upper deck...

They were probably install before the upper deck was mated to the hull.

Boat builders install ~95% of items before mating the 2 halves.

So the back cushion is probably fixed but does the seat come out and give access? The picture just does not show enough of the interior for me to tell.

Do you have access to the nuts that need to be tightened?

Some folks have had to cut an access hole to get at them and then install a deck plate to fill the hole.
