Default 2100SD Hull Gelcoat flaking

Looking for suggestions on the best/easiest/cost effective way of repairing some gel coat flaking on my hull. I've searched the Internet and find repairing damage and scratches, but this seems different. I'm very handy and have tools and area to work - but outside (Central GA).

I'm not that concerned about looks (if the color is off for example) - don't want it to look horrible, but it's not a show boat and more concerned about practicality and durability. I've considered sanding it smooth and using a bottom paint as well as applying a new Gelcoat. We will likely keep it in a slip for part of the summer - fresh water lake.
