i still think you have high resistance somewhere,...

i still think you have high resistance somewhere, I would take the round plug at the engine apart and check for corrosion.

12 v is just telling you that you have 12v, not...

12 v is just telling you that you have 12v, not if you have the amperage to do what you want.
Check all connections as you may have a high resistance somewhere.
Battery cables (+ and -), - on back...

Your getting 12 v, but I think that the ignition...

Your getting 12 v, but I think that the ignition switch is bad.
Try jumping B to I and see if motor cranks.
