Prop advice

On my 2400 SCR, carbed Mercruiser 5.0, 220 hp from 2000 with an Alpha 1 Gen 2 outdrive i am running a 15 x17 ally prop.

WOT is over 5000 rpm so it feels under propped. I'd like to get cruising...
