Thermostat.. I was thinking it may be bad and causing the element to stay on all teh time and boil the water... but, I'm rethinking that. Does the water stop pumping out the thru hull if you turn off...

Is there a pop off valve on the system? You may have a t-sat that went bad and is on all the time causing the water to boil and pop the valve. Not sure what boat you have but I would think there is...
