I think what's happened here is that the original Thunderbolt V ICM was replaced with a Thunderbolt IV ICM. That may not be what is causing the problem, but it is causing some confusion.

A different prop may improve performance, but it won't come close to adding 1000 rpm to your WOT. You should continue to troubleshoot your engine while researching prop size.
