the throttle cable runs from the helm to the carburetor, then the shift cable, from the carburetor back to the out drive.

you could pull the cover off the top of the engine, and pull the out drive...

with the engines off, and the engine in gear, go under and try to turn your props.

if you can turn then in gear, with the engine off, then its an out drive gear issue or, the engine coupler behind...
