So thank you to Grandrew in another thread....it looks like the front cover/grill pops off exposing a couple of screws that are removed so the horn comes out.

I've got exactly the same issue on my 2400 SC3.....although mines not as close to the anchor locker etc.

Did you manage to find a way to get to the horn ?
