I believe it's tapered with a key, it has a silver piece with a notch in the side. Is there a tool that I need or does this just come off like I've seen in the videos I've watched?

Hi , I have a 1996 maxum 2400scr. I trying to change my steering wheel and not having any luck. I've sprayed it and let it soak , used a steering wheel puller and tried hitting it with a hammer....
