I have a 2000 33 ft with twin 5.7 mercs is normal to lose all power steering when the starboard side motor stalls. plus power steering seams tight .

yes to the plug and yes to the ac under the steps but I think the condensation from the ac drains in to the forward bilge in aft cabin. check on the floor their will be a small panel .all so check...
