That is a continuity washer. It ensures the outdrive is bonding to the gimbal housing. I would just drill it out and use a self tapping screw to replace it. As for the skeg, just get a skeg guard.

Stretch. Or, use a small child. Or, a trained monkey. I have a 2001 and the pump is right under the captain's chair. It's not easy, but it's definately accessible.
