What is the head pickup valve used for? Have a new to us 95 2400 scr and i am trying to figure everything out before putting on water.

thanks for the input and welcome. bat cave is out as we still have bats hanging around (3 boys 3-16) engine bay might work. there is a hook latch on bottom of table and i cant figure out where it was...
