Default Water under Rear Seat

I'm a new 2002 2400scr owner. Moved rear seat and found 5 inches of water under seat in storage compartment. I noticed there is a round hole in the middle of the compartment, could this be a drainage hole that is stopped up?

Yes it is .
It drains into engine.

Engine compartment, not the engine itself.

It's a limber hole and they get clogged with dirt. It needs to be reamed out.
