Trim troubleshooting question

• Port outdrive will trim up with the throttle switch, but not down.
• Starboard will trim down with the throttle switch, but not up.
• Trailering switches don't seem to do anything.
• Can raise/lower both drives by jumping the solenoids with a screw driver.

I am thinking I need solenoids. Am I overlooking another solution?

Replace the solenoids. Only around $25 each
