how do you tell the THE OVERALL OUTSIDE DIAMETER ?. :?

just seen one for sale and he says outside is 15". 48-13702-21

i think of that number its a 21 pitch ?.

by measuring from the ctr hub to one of the blades..that will give 7.5"...x 2=15"....
