Default Port light wiring

2000, 3000 SCR
I'm in need of changing out my port light. The wires won't come up through the hole in the deck as a previous owner put too much electrical tape on the connection. Don't want to pull too hard and loose the wire altogether. Is there a way to access the wiring from below. I thought if I removed the plate from under the bow pulpit, I would be able to reach them, but that does not provide any access. Looking for some direction.

Note sure with this boat model but can you access the wires from the cabin anchor locker assess panel?

Where is that access panel located. Is it in the anchor locker or from inside the cabin.

My 2400 SCR has one inside the cabin at the head of the V-birth.
