Welcome Aboard!

A picture of what you are referring to would help. This sounds like something that was owner installed. May be a hose connection to fill freshwater tank or a flush connection. Have you tried tracing the hose from it to see where it goes?

City Water.... It bypasses the fresh water tank and provides a continuous supply of water without having to use the fresh water pump. Never leave it on when you are not on board.

You may be right but you need to trace the hose to see where it goes. This is a non factory install.

Being heater hose it shouldn’t be for freshwater system.

Default Bilge flushing system

I traced the hose and is NOT a flushing connection for the engine , it is a bilge flushing system .

Not sure what you mean by that. Is there some type of nozzle on the end of the hose? Is the hose just laying in there or attached to something?

That does appear to be an inlet very similar to a Perko flush kit.
It may be that it was installed and subsequently removed leaving just the inlet and the hose. It should be plugged so city water can’t flood the boat if a hose is hooked up accidentally.
