2000 2300 Sc Drain at Ski Locker HELP

Hello. I have water draining from cuddy cabin into Ski Locker, however I can't get ski locker to drain out.
I have tried to unclog with a garden hose, electrical fish tape, snakes, vacuum pump air all 3 drains in bildge pump area but they all seem to be connected and it does not help cleaning drain that is located in ski compartment. Are they even connected, what else should I do I think that I have tried everything and the only way I was able to get water out is with shop vac. After I have done that I checked with camera and I do not even see a drain in ski compartment and of course that darn hole is too small for me to even fit a hand.
Anyone know what to do and what am I doing wrong?
