Ignition switch hard to access

My ignition switch is really loose. Inner mech spins so you have to hold the outer ring but that is loose too. I have watched videos and looks easy enough to replace except my switch seems hard to access. The manuals I've downloaded don't seem to show this either. I see no screws like many videos and under the panel is covered and has amps attached. The gap is so tight can barely get a finger through. I'm thinking the area under is normally open for access. Anyone recognize this panel and know? Boat is a 2003 1900 SR.

That panel that the amps are attached to should be removable by a few screws that are probably hidden in the carpet fibers. Those amp were installed by a previous owner who had to remove the panel based on the installation.

I agree, that panel is removable. I think you can see the spots where the screws are buried in the carpet.
