Default 1991 1700xr stock seat storage?

Hi everyone,
I bought a 1991 1700xr bowrider I shouldn't have. The previous owner replaced the stock seats with single swiveling seats. There was 3/4 ply added where the stock seats used to be... right over the stock floor. When I went to remove the 3/4 to fix things properly I took up one corner and a few inches in noticed a cavity filled with sea foam. Im curious if there was originally under seat storage into the hull? Or if it was in fact a solid floor that just rotted and was covered. If so it seems odd that the floor would rot there and nowhere else. Any advice or pictures would be greatly appreciated. As you can see from the picture we are replacing the back section of flooring as the tank needed attention.

This size boat had a mandatory requirement for floatation so the foam is OEM. Deck rot is common on plywood decked boats.
