Default Main switch panel wiring question

Hi,

I've rebuilt the main switch panel. Someone was there before me, so I have a few discounted wires I have troubles figuring out.

Can someone help me on this matter?
1. White and green wires. They come into the compartment in a white sheath which looks very similar to a 110v/15amp regular home grade wire.
2. Red and white pair, which have constant 12v on them. Looks like a supply line of a sort, but it isn't clear who is the consumer since everything is wired through the switches and/or fuse boxes.

These look like owner installed wires and not part of the original package. Is anything not working? You may need to trace each to see where it’s going and determine if it’s needed.

Everything is working fine and I can't find those circuits on the principal diagram.
