Default Heavy steering -4100 SCB

I had the boat out of water for couple of months.once back to water found steering extremely heavy.
I can see the vent front of steering wheel.any advise what type of fluid has to be added.and by which means to fill.i can see label saying max 6 Mpa.
the vent is marked with vent and fill.

I have a SeaStar system and use SeaStar Hydraulic Steering Fluid HAS43OH.

any special tool to fill.i mean it needs pressure for filling in the vent?

I don't use any spacial tools, though I've seen plenty of recommendations/UTube videos to connect the jug to the fill port with a clear plastic tube. I simply turn the wheel hard to port, pour a little in (just covering up the gear pump, but not coming up to far in the fill hole). Slowly turn hard starboard, pour in again to cover gear pump. Repeat until the level is steady - just above the gear pump - as you turn side to side.

by the way the steering is Seastar it's written under brand
2 tilt helm
same fluid you advised will work.right?

I would guess yes, non-professional opinion. I have a tilt wheel SeaStar also.
