Default Hard to access area

Trying to reattach the cover over the stern mounted ladder but can't figure out how to get to the screws. The pics show the access panel from inside the boat and then the red arrow shows just one of the screws I cant reach. I even bought a fancy extension for my driver (pictured) but still cant reach. Does anyone know of another access point? 2000 Maxum 1900sr.

I’ve also been looking at this as I want to replace my ladder and from what I can see in my 2100SR I will have to remove the trim/tilt pump to gain proper access, I don’t think a person could hold there tung just right enough to do it.
