Clogged drain between ski locker and engine

Hi
Have a problem with my boat have water in the ski locker and the bilge is empty
Looked through the drain hole with a borescope and there is a blockage on each side of the fuel tank
I just purchased this boat last September so have not had a lot of time with it
What I see is a brown material on each side of the tank I have tried to punch through it with a wire coat hanger but it's solid
Is there a possibility the tank has shifted down?
Would it be safe to drill a small hole through this obstruction?
Is there insulation on each side of the tank and is this is what moved?
Any help would be appreciated

Welcome aboard

The tank should be strapped in place and surrounded by foam neither of which can move. So the limber holes from the locker drain into the bilge and not to an overboard thru hull fitting?

The drain hole under the tank is plugged the bilge pump is in the rear compartment
Can the tank and insulation move or slide down to block the drain?
Is this tank insulation solid ?
I don't want to damage the tank

Try blowing it out with compressed air. Blow from the bilge end.

The tank cannot more. Try compressed air and if that doesn’t work a manual plumbing auger.

So I should be able to drill a small hole without hitting the tank if the compressed air doesn't work

I would not drill a hole or use anything that could punch a hole in the tank as you would then have to remove the tank to have it repaired or replaced. ($$$$$)
And very dangerous.
I would use a wooden dowel about 3/8 inch and see if you can punch a hole with that, do not put a point on the dowel,

No drilling, a manual plumbers auger will clear a blockage just like it clears a blockage in a drain. If your blockage is harder than that it’s been there since the boat was manufactured. Using a drill you risk puncturing the fuel tank or going through the bottom.
