Air in hydraulic steering system 4600 SCB

I have a 98 Maxum 4600 SCB with a basic hydraulic system. I noticed the clear plastic loop that connects either end of the steering ram is disconnected at one end and its obviously full of air. If that is the case how is the steering working (its been like this since I bought the boat 4 years ago)? Has anyone filled & bled their system using the attached method?

@shrew, thank you for the reply. Not having any issues, just doing preventative maintance on my vessel. I know where the trimp tab and engine hynautics hardware is and i was wondering where the steering was located. The first time I have an issue is NOT the first time I want to know where to look....any suggestions that you have are greatly appreciated.

What is the year and model of your boat?

Not all boats have hydraulic steering. If you do have hydraulic steering, there is usually a black cap threaded cap on the dash or the wheel at the helm.
