There are two fuses for the bilge pump. The one under the helm is for the manual switch at the helm which turns on the pump full time. There is another fuse typically near the battery switch that provides power to the float switch which will turn on the pump when high water raises the float. Have you tested both of these? Not uncommon for float switches to go bad.
