ENGINE REVS DROP - Maxum Boat Owners Club

hope you guys have some ideas i have a mate at our marina that has a 2400scr with a 5.7efi merc engine now the problem seems to be when the boat is running at 1500/2000rpm after a couple of minutes the revs drop by about 200rpm and start fluctuating i beleive, but when on the plane at high revs this does not happen,we are going to drop the diagnostics on it,and change the fuel filter,but if the test kit doesnt show any errors,has anybody got any other ideas,

Well we plugged the diagnostics tool into the engine and it was showing no errors and the engine was running within all parameters,we then took the revs to 1500rpm and after a few minutes they started to slowly drop to about 1380rpm on the diagnostics, this is not a sudden drop but a slow one over a few mins.Begining to think that this isnt a problem?all the filters were changed injectors checked the only thing we couldnt check was fuel pressure, :?
