Default engine drain plugs not inserted prior to launch, engine took in water.

So unfortunately I have to admit that I purchased a 2000 Maxum SCR 2800 with the 7.4 Mercruiser MPI. Seller told me that boat was dewinterized however as I found out, the engine drain plugs were never placed back in the engine. I was unaware, launched the boat, and the entire engine bay and cabin took on quite a bit of water. I limped it back and manually got it back on the trailer. Once home I pumped all of the water from the cabin and had let all of the water from the engine bay drain out prior to driving home. what are my next steps? in the motor shot?

The engine should be fine as long as it wasn’t completely covered. I would be it running ASAP. Good chance that the starter and alternator will need replacing.

The engine drain plugs? Do you mean the garboard plug? This would be the plug at the bottom center of the transom for draining the bilge.

The garboard plug would normally be out and only installed before launching. If trailering, Pre-launch step #1 is "Check the Garboard Pug. #2 is removing straps.
