Code 23

I was shown how to read codes on ECM with a volt meter. I am getting only code 23 ( low sea water pressure) I've looked everywhere on the sea water loop and in the manual at the sensors and I cannot find a pressure switch in that loop. I am showing flow out the exhaust on this starboard engine, the port does look like a higher flow. ( see below)

Anyone have any experience?
2000 7.4 mpi horizon w/closed cooling

ps motor is not running hot (both at a solid 175) or showing anyother issues.
I'm going to pull the seawater pump and do an impeller job just so I have a reference point when it was done

Have you checked the strainer and raw water inlet for marine growth?

Code 23 is intake manifold air temp sensor.
I have tracked down the list for these 2000 mefi 3 ecu's if anyone is interested
