Default Accessing toggle switches

Anyone experienced with replacing a toggle switch for the navigation lights on a 2001, 21' SC? My radio/CD player blocks access to it from below. Is removing the dashboard unit the preferred approach? Thanks.

Pictures would be helpful but on my 3300 SCR I replaced a toggle switch. I unscrewed the dash panel and had access to all switches.

My dash had a panel that the switches were mounted on. That needed to be removed to access the backside and service the switches and connections.
