Terminal on starter was a little loose. tightened...

Terminal on starter was a little loose. tightened it and no change. new battery this spring, terminals look like new. Im and electrician and the battery shows 12 volts while the stater is clicking.

Have 2001 4.3 190 hp. just clicks when the key is turned. checked battery and it is good. Checked ground connections to block and they are good.Does this sound like a bad starter. how complicated...
