I can't imagine so much water in the tank that you'd see it on the carb, yet the engine can still be run. Are you sure there's not a water leak somewhere that's spraying water at the flame arrester?...

Is this what you got? If all those little screw are on the same side of the flange, you can take them out and rotate the pump inlet/outlet.

Sounds like a carb rebuild is in order. Kits can be had for $30-$40.
While the carb is off, you can tell if that's an idle vacuum line or a throttle vacuum. Regardless though, it probably should be...
