Everything on the panel seems to work except on/off. The fan speeds on the panel change up and down, but the fan blower motor does not change. It just blows low speed.

Yes the AC power and fan speed are on the same panel. Everything on the panel seems to work except the on/off. Temp readout, temp up & down, fan speed numbers change. What doesn't change is the speed...
