ahhhhh.....that makes sense....I'd go ahead and drill into the trailer and paint it before adding the hardware....may have to drop the boat in the water to get too the cross member....

I have no idea what it's for!!...does it support the outdrive ???...reinforce the cross member??....me not being a trailer boater...I'd say drill away..but put some paint back on the bare metal...
