The lights may be burned out as several others have had this happen. Have you measured for voltage at the stove? Could be the element is burned out. Yes breakers can go bad. I would stop worrying...

The dim green would be to poor connections on the hot or neutral and not the ground as it doesn’t carry current unless in a fault, short. The connections are behind the panel. There should be a buss...
