Is there 12V on the "B" terminal of the ignition switch is the fist thing you need to check.

BTY you can short around the switch to verify it will crank over to ensure the switch is bad. Just be careful because if the shifter is in gear the prop will start spinning.

So you are not getting 12V on the ignition switch “B” terminal, correct? There is a 20 amp fuse that provides power to the ignition switch that is possibly blow.
