There is a delay and time seems to vary between boats. I assume this is due to the tolerance of the alarms components resulting in different time constants.

Most boats don't have an ACC position on the ignition switch like cars do. I think you mean the RUN position and yes that will test the alarm as the oil pressure switch is closed due to no oil...

Locate the alarm under the helm. Verify there is 12V on the purple wire. Then ground the tan/blue wire to see if it sounds. If it doesn't the alarm is bad. If it works then I suspect it's the oil...
