Interesting as I have not seen a TB V set up this way. I do believe the ECM for throttle body FI is mounted here. Can you post a close up picture to fulfill my curiosity :)

Do you have an ignition module located on the port riser? If so TB IV.

TB V is a small module located on the distributor.

Can you post a few pictures of your engine?

First verify its stuck closed. If it is I would replace them as they do break and fall down to the bottom of the pipe and are then a real PIA to remove.
