If only 7 inches they are not BII's as it swings around a 18" prop. The issue would be with the wrong pitch.

Post some picture of the drives if you can or engine cal that showing S/Ns

Does the engines hit 3000 rpm before you run out of throttle?
Right now I am thinking either wrong prop pitch or wrong drive gear ratio....
