You would just need to split out the main 12V...
You would just need to split out the main 12V that feeds the 2 blocks. The seperated fuse circuits don't care if they are in 1 or more blocks.

since the nav and anchor get power from the same fuse start there and verify 12V is on both sides of the fuse and go from there.

not sure I am following you. The manual I have has 2 diagrams one for accessories and the other for engine, both show the same fuse block which is under the helm.

I would start witha voltmeter before pulling parts. Is 12V getting to the fuse block? Sometime removing and reinstalling fuses fixes these types of problem as an oxide can build up on the contacts.

As Roger said use a volt meter to verify 12V is at the fuses, then at the switches, and then at each fixture.
